Why was Ahaz at the “upper pool” and what is a “fuller’s field”?

“Ahaz may have been checking the city’s water supply in case of a siege during war” (Book of Mormon Student Manual [2009], 82).

The meaning of the phrase “in the highway of the fuller’s field” refers to a ‘launderer’s field near the stream below the pool of Siloam.’ ([KJV] Isaiah 7:3, footnote c.) Fullers were those who cleansed and whitened garments in large tubs” (Brewster, Isaiah Plain and Simple, 65).
